Esri has many resources available to you but there are 3 key components likely to be most useful for this hackathon…

Data

Most likely you will want to make use of "Feature Layers"
if in doubt, focus on search results of type "Layer->Feature Layer"

GHCND Stations for 1981 - 2010
But you could also use CityEngine to import Open Street Map data and build a 3D city around it!

Runtime SDK [Developer Tools]

Runtime SDK is used for building high performance location apps for mobile and desktop devices.
